turtle can't open it's eyes.

My mum saw a turtle in a drain. She told me to get it that night, I went to get it with my sister. It was perfectly fine. I called the SPCA to take it, they did not want it. I called the AVA, they did not want it too. Same for Animal Section and Town Council. Town Council even told me to put it back in the drain. It's about 10cm in width and 20cm in length. He was perfectly fine when I saw it. I put him/her? in a basin and covers him/her halfway in water. But the problem is that he/she doesn't open it's eye! The turtle is green but if you see the eyelids, it's pinkish and white. And it doesn't open. I had a little turtle last time it had the same problem I brought it to a vet. The vet injected it. I don't want to bring it to the vet, I don't the vet to inject it and it costs a lot. How can I cure him/her? And where can I bring it to, since SPCA doesn't accept turtles? Thanks in advance.

you should try leaving her alone , animals are affraid of humans . i had a turtle and it did the same , so i leaved her alone and after a few days , it opened her eyes.

it's just affraid , animals usually suffer a trauma after changing from environment, which in this case was a drain , not in a basin.
